Finance Minister Asad Umar has presented the second mini-budget in five months which, according to him, was more of an economic reforms bill than a finance bill. Most of the taxes were introduced on the higher value or expensive items (used by elite class) and were reduced by a significant margin on less-valued items.

In his speech, he announced significant tax cuts on exports, imported raw materials, on SMEs and Agriculture sectors, marriage halls and sports franchises.

Umar also allowed non-filers to buy property (worth up to Rs. 5 million) and cars up to 1300cc after paying an excessive tax.

Higher Tax on Mobile Phones

Meanwhile, he announced to raise taxes on imported phones, but only expensive ones.

There was a bit of confusion about the taxes on imported phone, mainly due to media speculations and the numbers being in USD.

This is probably why the Federal Board of Revenue (FBR) had to brief the media about the taxes on imported phones following his speech.

According to FBR, there will be a Combined Tax on imported phones, but no tax was put on mobile cards, as previously speculated.

 FBR officials said that the taxes on imported phones would be in different slabs which are as follows:

There will be a combined tax of Rs. 400 on phones that cost up to Rs. 10,000.

A tax of Rs. 4,000 will be applied on phones that fall under the price range of Rs. 28,000. On phones worth up to Rs.60,000, the tax amount will be Rs.6,000.

Similarly, a tax of Rs. 8,000 will be imposed on phones worth up to Rs. 105,000 and for phones with a value Rs. 150,000, there’ll be Rs. 23,000 of tax. For any phone worth more than Rs. 150,000, Rs. 41,000 will be charged as taxes.
